Europe Regulatory Update
Moderated by Ric Peri, AEA vice president, government & industry affairs and Franz Redak, AEA Europe consultant.
AEA participates in many key industry working groups in Europe to bring members the latest in regulatory developments which could have an impact on business.
This session includes 3 critical rulemaking discussions:
- An update on the rulemaking activity creating an avionics license for general aviation maintenance operations. After three years of work the proposal is in the queue for release as an NPA later this year. This B2L license proposes to allow progressive, system based return to service authority that is more appropriate to general aviation aircraft maintenance.
- Since the inception of EASA, the avionics industry has been plagued by the type training requirement for legacy aircraft. Through the efforts of AEA, EASA has opened a rulemaking activity to investigate alternatives to the Part 147 required training for these aircraft. This regional meeting discussion will be the basis of the report to be given to EASA in May.
- The AEA has been asked to review AMC & GM for PART 21; Subpart D – Changes to type-certificates; GM 21A.91, Classification of changes to a type design for consistency with regards to modern avionics. From input from various roundtable discussions the criterion in GM 21A.91 may be overly restrictive causing inconsistency in regional interpretation as well as causing unnecessarily strict approvals. This important discussion will also result in a recommendation to be giving to EASA in May.

AEA Welcome Dinner
Join fellow AEA members at the Schwarzer Stein Restaurant for a traditional and festive German dinner.
The dinner cruise will slip through the heart of Copenhagen, highlighting the famous buildings of modern architecture and city lights, while enjoying a wonderful dinner on board.
A ticket for the dinner is included in the full three-day or full two-day registration fees. Single tickets may be purchased in advance for guests/spouses at a cost of $150.00 (USD). You must check-in by 17:00 at the AEA Registration Desk (located at the Copenhagen Airport Hilton Hotel) in order to pick up your ticket to board the ship. Transportation to the ship dock will be on your own – directions will be provided when you pick up your ticket. The dinner cruise will depart at 18:45.

Garmin
Garmin has received the European Aviation Safety Agency’s (EASA) validation of the US Supplemental Type Certificate (STC) for its GTN 650 and GTN 750 series touch screen avionics. With this validation, these avionics are certified and approved for installation in hundreds of makes and models of European-registered general aviation aircraft. This EASA validation will be discussed along with maintenance, installation and troubleshooting topics for the GTN 650/750, GSR 56 and G500/G600.

U.S. Regulations for Foreign Repair Stations in Europe
Moderated by Ric Peri, AEA vice president of government & industry affairs.
This program will review the regulations applicable to a U.S. certificated foreign repair station engaged in maintenance, preventive maintenance and alterations of US registered aircraft, components or accessories. This training program will review 14 CFR Parts 145 and how various other regulatory parts interface with Part 145.

- Part 43 – Maintenance, Preventive Maintenance, Rebuilding, and Alteration
And the applicable maintenance sections of:

- Part 121 – Operating Requirements: Domestic, Flag, and Supplemental Operations
- Part 135 – Operating Requirements: Commuter and On Demand Operations and Rules Governing Persons on Board Such Aircraft

We conduct hundreds of hours of repair station training in rules, regulations and policies annually. AEA training is often used by FAA District Offices in their annual training programs.
AEA sits on rulemaking committees and has participated in developing, amending and writing regulations worldwide. In addition, AEA consults on regulatory compliance to the more than 900 international certified repair stations they represent.
